Hi.  About 10 days ago I got a message from PayPal asking for more personal info.  I've been an eBay/PayPal customer for more than 15 years.  One person, one email, one account, one bank account.  Boring.  Average purchases, usually less than $20-$40.  Bike tires, computer cables, etc. Boring.  So they asked for a photo ID and proof of address.  Not sure why, so I sent them a copy of my driver license.  Not good enough.  "Your license is not proof of address."  I sent them a copy of a letter from my car insurance company and a letter from the Social Security Agency.  All the addresses match.  "Not good enough."  Ok, I said, close the account.  Your loss.  eBay's loss, too.  "We can't close the account since it's limited."  OK.  Now we've entered the Stupid Zone. 

 

I keep telling them the same thing:  Either fix this and leave me alone, or close the account.  I sent a letter to the Dept of Commerce and the FTC.  If stupidity were against the law, I'd just call the cops.  

 

I'm actually hoping someone from Pay Pal will read this and reply.

Often proof of addres is something like a utility bill in your name to show you are at that property.  You would need to ask PayPal specifically what information is required and the just provide.

Since PayPal security has issues with your account and now you can't confirm you ID sufficiently, PayPal needs to restrict your account.

Emails from PayPal should provide detials about the requirements.

Yes.  Proof of address.  I proved my address and citizenship when i applied for and received a driver license.  My car insurance company thinks i live there, my state has me registered to vote there, and the social security agency thinks i live there too.  Not good enough for PayPal? That's not my problem.  Just close the account and go away.

you can restrict my account but you can't close it?  that's pathetic.  you're a farce, masquerading as a joke.

hey dp.  i know this is a user forum.  other users will read my post and see i'm dis-satisfied.  i read other posts from dis-satisfied customers.  there are a lot of us.  lots.  your business model has some problems.  mine is one of them.

 

just close the account and go away.

Prolly be a problem with the OP unable to provide a utility bill, bank or credit card statement.  Because he provided everything under the sun but those.  And they are likely not going to close a limited account until ID issue gets resolved.

PayPal’s Customer Identification Program (CIP) and its benefits


The US Patriot Act requires PayPal to implement a Customer Identification Program (CIP). Each country or region has specific CIP requirements for the collection of customer data. Some examples of the information we collect and verify can include your name, physical address, date of birth, and National/Tax ID number (SSN). To verify your identity, we use a National Database to obtain a positive match of legal name, address, date of birth, and SSN.

 

You can send money, receive money, and withdraw money without completing the CIP Process.

 

Additionally, you may be eligible to benefit from the use of the following products and services once we are able to verify, your CIP information:

 

Add Money (Add money from your bank account or a Money Pak into your PayPal account)
PayPal Debit Card
Grace Period Payments
Other various product offerings (examples)
NetSpend PayPal Prepaid Card
PayPal Here
Cash-In Products, Cards, Retailer, and/or other partners
Digital Goods when you use a prepaid option
Top Up, Balance Account Manager, Billpay, and/or other features


But sone times finding your information using the National Database doesn't work because the information is either unavailable or your name or address has changed.

 

If we cannot verify your personal information, we’ll ask you to send us documentation through our Resolution Center that confirms your identity (aka limit your account).

 

Here is a list of the document options you can send us to help confirm your identity, address, and SSN:

 

Proof of Identity:
Driver’s license
Passport
State or Government issued ID


Proof of Address:
Utility Bill
Bank Statement
Credit Card Statement


Proof of SSN:
Social Security Card
Tax Return Documents
W2
Paycheck Stubs

Hey I don't know what an "OP" is and don't care.  I don't need any of your services.  Occassionally I purchase items on ebay and use paypal to pay.  I sent you a copy of my driver license, a letter from the social security agency, and my car insurance agency.  not enough?  no problem.  just close the account.  i don't care about the patriot act.  it was passed 15 years ago.  you're starting to annoy me and i wish you'd just close the account.  i'll repeat-close the account and move on.

Hey PayPalshitforservice.  Day 16 here and the account is still frozen.  Just close the account and move on.  You froze my account and can't close it because it is frozen.  Team-that's the classic definition of stupitidy.  Were you born like that or did you take some pills or just reached this level of stupidity with practice?

Dude, you are talking to other PayPal users.  We do not have access to your account to tweak around in it so it's best that you call up a PayPal customer service to speak with an agent or a supervisor and hash it out with them.  If you do not need to use PayPal, you don't have to, just move on to another service. A PayPal official may comment on a post from time to time but since your issue is specific to your account, they will tell you to reach out to PayPal CS anyway because they can't discuss your account on the forums.
