Pay Pal Balance vs. Pay Pal Credit accounts

If I have more than $200 in my PayPal balance account, why am I getting messages that I need to send $70 to PayPal credit? Why isn't that amount taken directly from the PayPal Balance instead of telling me that the credit account is overdue?

You need to manually make payments to PayPal Credit.  You get an email notice of payment due and you need to pay it by the due date or get a penalty for late payment.  If you miss the payment for a PayPal Credit promotional balance you will have the pay all the interest that was accruing.

On you PayPal summary page, click on PayPal Credit and then find your full statement an download in PDF form.  There is a lot of information on that statement.

That's really confusing. I thought my balance will be used to pay for the credit but I was charged for the interest.

Payments to PayPal Credit are not automatic.  You need to make the payments after you get your statement.  You need read and understand the full statement of details from PayPal Credit.
