PayPal servers down??

So this morning around 8 AM, money in my account finally became available after a sale. This was the first sale I'd made in a few months after making a lot of them. So when I go to PayPal, the first thing I notice is that it says I need to confirm my email. I thought this was strange because I've had this account for a long, long time, and have confirmed my email a long time ago. It says:

So when I go to click confirm and everything, it gives me this error:

When I check my email, nothing's there. But I made a final value fee payment to eBay literally seconds before I had this email issue happen, so it seems like the servers aren't down? I tried to transfer the money that I got this morning to my bank account and it said "We cannot process your request." 

 

Is this happening to anyone else? I'm worried because I have many things for sale on eBay and I'm not sure if people will be able to buy them if I can't
"get paid for the things I sell."

Thank you! It says there's a service interruption with "accounts," but then says that everything under the accounts tab, withdrawals and tools, are working. 

 

I tried to load paypal on another browser, and it told me that I needed to add a bank account when my bank account was in my payment methods literally right underneath the link that I clicked where it told me that I needed to add one.

 

I hope that this gets resolved soon!
