I am new to paypal, and i just created an account.
the problem is it keeps refusing my mastercard.
i wanna know why ?
is it maybe because the card has zero balance on it ?
and if so, how much do i have for paypla to accept it ?

Who issued the MasterCard? Citibank, Walmart, BOA, etc
Well you do need to have an available balance like $5 so PayPal can validate it with test charges and PayPal code.

It's a bank fom georgia called Payeer.
and is 5 dollars is the minimum account needed or could it be less cause all my money is on paypal and Payeer funding sources are kind of limited to me.
and one more thing how does paypal validate it with test charges, you mean by sending an amount of .01 to 0.99 like the way they do it with bank account.

is this a credit card?
the way to authorise a credit card is to enter your data into a data base with say a $1 charge and it will return a code,if the code is acceptable t o a merchant,then it is authorised.
That $1 will fall off within 30 days or when the real amount comes in.
There are many return codes for the merchant to interpret like it is a stolen card,exp ired card,exvceed its limit,deadbeat,closed,reported stolen,active etc,

The billing address you enter must exactly match the one on your card statement. Check your card statement to make sure that the addresses match.
Another issue could be that PayPal does not accept virtual cards or cards issued by Payeer.
I did a Google search about using Payeer with PayPal and the results range from various Payeer/PayPal money exchanges, to sites that say that Payeer deleted the withdraw to PayPal option or PayPal withdrew the option, to saying Payeer are criminals. lol
I would try a physical plastic credit card instead.
PayPal put $1.95 or your local currency equivalent on your card for testing.
