Problems refunding payment - got charged a fee

I sent a transaction abroad using android app. Now the paypal app in Android does not give the option to send anything but in dollars, which is dumb, because abroad, they weren't able to move funds from the PP account to their bank account. So, it's of no use to them. 

So they write me this, informing of this fact. I say, can you decline this transaction. They did a decline. I got an email it's declined. Yet my balance is not changed and they, looking at their balance, still see the amount there.

Looks like decline did not work. 

So I send a request for payment. They respond to it and send payment. Paypal charges the usual fee.

How can I void the fee since this was supposed to be a declined payment from their and in the first place, should have been made in their local currency??

When I try to dispute the transaction, it says no case found.
