Is Puerto Rico considered part of the US for sending money to a Puerto Rican suffering during the Hurricane? Or is it considered another Country. My donation doesn't seem to be going through. Thanks
Yes but, PayPal clients in Puerto Rico are not be able to send money to friends or relatives. However, PayPal has clarified that clients are able to continue using PayPal to pay for goods or services, and to receive commercial payments online through websites and apps. As to why you're having an issue, that depends on how the receiving side is setup.
