as long as you have a bank account and card linked, you can still send money funded by your bank as personal payment and the recipient will receive money instantly.

if you use credit card to send money as friend and family, there is credit card fee and You pay,not the recipient.

What does it say on the recipient's end about what payment method was used? Was the recipient charged a PayPal fee to receive payment? In that case, perhaps you sent G&S payment by accident and not F&F payment which puts the money in pending balance on recipient account. They will have to treat the payment like it was a sale and mark payment as processed to receive in 3 to 7 days or they can issue refund (they will be charged 30 cents or the flat rate portion of the PayPal fee to do this) and you send money again via friends & family.
Edit: I noticed that you said in another post that PayPal is trying to send as eCheck.
Kudos & Solved are greatly appreciated. 🙂
