Small donations by echeck followed by larger donations by echeck

My wife runs a non-profit that receives donations via PayPal. Lately she has seen dozens of tiny non-sensical donations in the form of e-checks, sometimes followed by larger donations also in the form of e-checks. The PayPal user names associated with these donations are always very different names than the associated email addresses and are always weird probably fake names. Currently my wife has been having PayPal reverse these payments but wondering now if that is playing right into the scammers hand. In only a couple of these cases has she actually heard from the “donor” asking for a partial refund. Pretty sure someone is getting ripped of but PayPal doesn’t seem to care. They just keep saying all they can do is reverse the charges. Anyone have any idea what is going on here?
