I am going to start out by saying that I have read - and tried - all of the links in related threads. At this point I assume that this was a project that didn't work out between PayPal and HomeDepot.
The PayPal icon has been on the checkout screens at HomeDepot for at least 3 years now, and I have yet to hear from a single person - online, at HomeDepot, from PayPal, in real world, etc. - that has ever successufully used this method to pay at checkout for in-store purchases. About as close as I can come is to buy online, and pick-up in-store.
Please respond to this thread only if you have personally linked your account to a way to pay directly at the register at Home Depot. I am already aware of the "debit card" approach. That is not what I am looking for.
I think that I am looking for a "white unicorn", but I would love to be wrong.
Thanks in advance!

Thanks, that helped me finally establish my pin. I would never have thought to look in the mobile app only... just assumed there would be feature parity with regular web access. Now let's see if this actually works next time I'm at HD. 🙂

How did you get the pin?
@ShiraYuki wrote:I made a few in-store purchases with home depot and foot locker before via mobile number with PIN. Haven't had any problem yet.

I have used PayPal regularly at Home Depot for the last couple of years. When I say regularly, I literally mean at least once a week due to my work. When it was first added I did have problems getting it to work. A few months in they apparently worked out the bugs and I had no problems until a couple weeks ago when it stopped working again. After no success for a couple weeks, I contacted PayPal thinking there was something wrong with my account. Nope. I was told they were aware of a problem with HD and were working with them to fix it.
So in response to your post, I have used it many times successfully. However, it hasn't worked lately; including about an hour ago.

How do I set it up without the app? I have a Windows phone and PayPal discontinued the Windows app a few years ago. This has been very frustrating. I have been trying to nmake this work for years, literally.

I used it for a few years, no issues, then a few months ago, it wouldn't work anymore. Found out through lots of research, homedepot changed their software, but never got with PayPal to make it work again. I had local store manager contact coorporate, but must of fell on deaf ears as still does not work.
