cant buy membership for runescape?

Hi, IM trying to buy membership for runescape via paypal but when I log in it asks me for a credit card. My account details are correct and I have enough funds in my account. Why do I have to link my credit card and is there any way around this?

Sounds like you have not verified your account, you need to do that in order to remove the limits.
