Transfer $4000.00 USD from my foreign bank account to my Paypal account. The fee for the transfer was $116.00. ok, $4116.00. I was actually charged $4228.54. Where did the $112.54 charge come from?

If you don't see it included in the PayPal transaction details then it was probably a transfer fee your bank charged.
