A payment I sent for goods and services is not showing in my activity. How do I find out what's going on if recipient says they have not received the payment ?

What did you actually do to send the payment?  Perhaps you made some mistakes so you need to figure exactly what you did and how you did it.

Went through all the prompts for goods and servies. Recipient email  and amount and send

And there is no transaction record showing on your PayPal summary or activity page?
