What buttons don't work?  On the bluetooth chip card reader or the phone?  If the screen on the chip card reader indicates "ready to accept payments" all should be fine, as it is connected by bluetooth: so I don' understand the issue details.

If you press and hold the blue button on the chip card reader it should shut down;  you will need to hold for about 5 seconds.  I've had connection issues, but never a reader which wouldn't shut down.

If the phone is the issue, can't you shut off the phone?

On your phone you could go to to your main bluetooth settings and un-pair the device.

the screen says "READY TO ACCEPT PAYMENT" no buttons on the card reader do anything not the numbers the red or green buttons or the enter the bluetooth or the power buttons work on it so NO BUTTONS ON THE CARD READER DO ANYTHING phone says it can not connect to it even though it is still paired

The buttons on the reader are not supposed to do anything unless input is specifically requested.  Generally, the only reason to press one of the buttons on the reader is when the reader display is blank and the reader is in sleep mode.  Then you press a button activate the reader and then activate the app.

What should happen is that you go to the PayPal Here app and select the new sale option and enter items and then go to the charge and payment option.

If that doesn't work, check your phone settings to make sure the reader is paired, then check your PayPal Here app settings to make sure the reader is paired; it needs to be paired in both places.  You could also unpair the reader in the phone settings and then pair again.

If that still doesn't work, you could try un-installing the PayPal Here app and then re-install it.  Start over with the pairing.

Great.  It's a nice system when it works.  I have an added bluetooth printer to impress customers with the integrated technology.
