Why did I get two "plan fee" charges in one month?

On November 2nd, Paypal deducted the usual $4.95 from my Paypal Prepaid card. Fine, I always know that's coming and I ain't bovvered.

However, today, November 12th, they deducted another $4.95.

Now I'm bovvered.

Why did this happen? I thought the monthly fees were only once a month, not twice. Can anyone help me resolve this?
