Yes you can. Go to Walmart online and buy a Visa prepaid card there using PayPal credit. I just did it, you definitely can.

I think I too am able to buy the visa visa card at Walmart.com however even though there will be plenty of them in the store, they are shipping them to the store next week!?!?! Wth is that
