want a prepaid debit card for family member who has no bank account or credit card

I want to get a Paypal prepaid debit card for my adult daughter so I can periodically move small amounts of money to her account when needed. She has no bank account or credit card. I simply want to be able to transfer funds to her and for her to be able to load money onto the card when she can. Can this be done? How?

The PayPal Prepaid Mastercard Debit card would have to be in your name as you cannot transfer funds from your PayPal account to a card in someone elses name if that's what you have in mind.

what she can do is open a Paypal account in her name,then buy a Paypal prepaid debit card in store,cost is $4.95 ,apply for a permanent card with her name,SS and address,then link it to her Paypal account,then she can move money from and to paypal and prepaid card.
so you send her money to her paypal account and from there,she can move it to her prepaid card,cost is $4.95 a month.
another way is t o aply for a paypal business debit card,which taps her Paypal fund backed by bank fund,if she uses it as a credit card,she gets 1% cash rebate from Paypal,but she may not qualify to get such card,plus Paypal expects her to have a bank account linked.

Just to be sure: this conserns an adult who cannot get a bank account and who does not want a credit card.
I want her to have a paypal account that I can occasionally transfer money to for her to use. So I want her to be able to use that money on the Paypal prepaid debit card.
Can she buy one at a commercial vendor, and then create a Payplal account related to that card (again, create it without having a bank account or credit card), and then I use my Paypal account to put money into her Paypal account? And she then would be free to use the card as a debit card as long as there is money in the card account?
From what I've read about the Walmart cards, I think it might take a number of days for me to transfer money to it, and there might be fees invovled, though I don't recall if it's even possible for me to make a transfer from my bank account, much less my Paypal account.

Paypal prepaid debit MC card has its own website which gives more details,it is manned by Bankcorp Bank and all the card members $$ is kept in one bank account FDIC insured.
the fee is $4.95 a month,it does accept deposits outside Paypal,you have to learn more on its site.
if your daughter does not have bank account and credit card,and then open a Paypal account and receive money via friend and family,Paypal may review the payment,may question its frequency,as Paypal is not making any money on them.
you can call Paypal and ask ,many paypal customer service staff knows little and often give out erroneous information.
you can also send her cash via Western Union or moneygram or buy some postal order she can cash with ID at post office.
