Flight Ticket Cancellation Refund / Question

So I cancelled my flight ticket with Delta airline, which I had purchased from Delta.com using my PayPal account. I cancelled it an hour after booking so I was assured it was a hassle-free cancellation of the ticket. Unfortunately, I cancelled the ticket thinking I had made an error, which I hadn't actually made. I re-booked the same ticket right after cancelling the first only several hours later. 

^This all happened November 20th, 2013. 

So now I have two charges on my PayPal account:

pending -$109.90

pending -$109.90

I was informed by Delta that my ticket would be refunded to the card I used to purchase the tickets, which would be my checking bank account linked to PayPal. 

I called PayPal today and was told that the refund would occur after the flight of my cancelled ticket departs, Decemeber 17th, about 4 weeks from today. However, I've noticed in reading the PayPal Buyer Protection, flight tickets are not covered for a refund??? Is the PayPal rep. that I talked to correct in saying that it would be refunded after the flight leaves and they are able to confirm that I did not use that cancelled ticket??? 

Has anyone experienced anything like this or had success getting their refund of a plane ticket/another service using PayPal? Had I known, I would have not used PayPal to buy my ticket in the first place. I'm reading some old posts in which others have had to go to great lengths to get refunds for plane tickets purchased with PayPal. Some unable to obtain a refund.

Any help with this?

Yes, flight tickets are not covered for buyer protection, this is outlined in the User Agreement however, per your post, you're dealing with a legitimate business, not a scammer.  You should get your refund, unfortunately refunds just take time.
