I paid for USPS Express International delivery service (for PC part).
Shipment received, but got it delayed in 1 month!
I'm eligible for buyer protection program in this case?
Can I ask for refund or partial refund for delay in delivery?

Do you have a receipt for dispatch from post office?
What are the details on USPS.com for that service?
Did you contact you local PO for information?

Why not just as the seller for a refund and let the seller figure it all out; that's the seller's responsbility. You make the claim; seller figures out how to handle.

Claim opened. Seller refuses to do refund due to shipment delay.
His answer was: " Item was delivered. We do not guarantee delivery time. It was delivered by usps. "

Priority Mail Express International is available only to the following location:
277000 Chisinau (Kishinev)
It is also important what the seller stated and what the seller IMPLIED in shiping times. Make sure you add all appropriate information to the displute now rather than later. Once escalated to a claim it is too late to add more. During the dispute process the seller may offer to refund shipping, but make sure you DO NOT CLOSE the dispute until you have actually received any money not matter what the seller wants you to do.

Seller categorically refuses any refund.
He insists that the parcel has been sent on time and delivered to the recipient.
He said that the time of delivery is not his duty.
Here is his answer verbatim: "Concerning compensation for the time of delivery, you can forget about it ...
Your package has arrived to Moldova, so there's nothing we can do ....
Parcel arrived in Moldova on January 6, and all this time somewhere it stuck. "

So, just continue with your dispute and make sure you have all of your details correct, then escalate to a claim and PayPal will decide.
