Appeal Blockage Continues

Now 9 days..... When I click on a transaction for which I am attempting to request an investigations into an unhappy transaction, I still get the following error message:
We're sorry, something went wrong on our end. Please try again.
It all started with an eBay auction. The vendor invited offers, to which I responded. Vendor then somehow learned about my iPhone number and texted me with acceptance, but told me that I must pay by PayPal to his email address, so he would not have to pay eBay fees, else no deal. After many years of successful sales/purchases on eBay, I fell for this and accepted. Guess what, product never arrived. But because I paid by PayPal direct, PayPal says I have no recourse. I'm the victim here of fraud. It's the vendor (vicsells753) who broke the rules. Why can't I get through to PayPal to present my evidence?

How did you pay the seller? What option did you use OR did he send you a money request?
How did you FUND the paypal payment, which funding source?

The transaction started with an eBay auction. eBay, knowing I had visited the auction, but did not bid, invited me to make an offer, which I did. Somehow the vendor (vicsells753) acquired my cell # and texted me with an acceptance of my offer, but required that I pay by PayPal to his email address, so that he would not have to pay eBay fees, else no deal. In innocence, I did pay him $75 by PayPal to his email address. Never received the laptop I thought I bought. Tried email/text twice, none bounced, but no reply. Tried to file a request with PayPal to start an investigation but got a reply from them to the effect that they absolved themselves of all responsibility. I was never given the opportunity to submit evidence to support my appeal, which is what I'm trying to do, but I keep getting blocked by the PayPal error - Please try again, We're sorry, something went wrong on our end. Please try again. - This error has emerged for n early 2 weeks, weird.
I now know the vendor broke eBay rules, and I ended up the victim. What are my options?

Same 2 questions again, how did you pay via paypal which option did you use or did the seller send you a money request?

In response to the eBay invitation to make an offer for this laptop, I did so via the eBay processes. In response, the vendor did not send me a PayPal invoice. Rather, he somehow determined my iPhone number and texted me with acceptance and demand that I pay by PayPal to his email address so that he would not have to pay eBay fees (his words, not mine). In some 10+ years trouble free buying/selling on eBay, I failed to pick up the ramifications. So, innocently, I directed PayPal to send him $75.00 to his email address. My link with PayPal is a my bank account.
I now understand that the vendor (vicsells753) broke eBay rules, and just recently learned that he has been terminated as an eBay vendor. I made several unsuccessful attempts to contact the vendor to resolve this problem. I'm still trying to determine how to get my package of evidence, to support my appeal for an investigation, into PayPal's hands. There appears to be no upload capability along with my appeal. Thoughts of others?

ok you still haven't actually said how you paid for the item via paypal.
I will presume you did it via the goods / services option and not the family / friends option?
If so then click on the transaction in your paypal account and open a dispute in the resolution centre.
You said you funded it via your bank account but did not say whether it was bank transfer OR a debit card.
If it was a card then contact your card issuer and see if they will chargeback for you IF a dispute doesn't work?

Somehow I seem to keep repeating myself. When I click on the PayPal transaction to start an appeal for an investigation, I get the same error for 2 weeks now:
We're sorry, something went wrong on our end. Please try again.
And, when I finally do make the appeal, how do I upload my package of evidence?
As I stated before, somehow the vendor (vicsells763) learned my iphone number and by texting to it, demanded that I pay by PayPal to his email address so he would not have to pay eBay fees (his words, not mine), implying that if I did not, I could not acquire the desired laptop from him, a form of extortion. So I paid via the good/services option. PayPal simply charged my bank account as at that moment, I did not have a positive balance in my PayPal account. Again, what are my options? And once again, how do I upload my evidence into PayPal's hands in support of my appeal?
