How and Why does PayPal support fraud merchants like eGlobal Central

PayPal protects the merchant but not the member.

Well, I entered a disappointing transaction with eGlobal Central without checkin them out (my mistake). They refunded my payment but PayPal would not accept my complaint in any manner. I found innumerable complaints about this merchant, based in Kowloon. I sent EIGHT messages to this merchant but hit the wall and finally, eGlobal sent a set of lies telling me why they are refunding my payment without ever addressing any of my previous messages. Tehy have no phone number on their website and their number on the website regstrar's page is fake. What's more, the phone number they give on the payment detail (sent by PayPal!) hits a wall - stone dead!

What befuddles me is the way PayPal allows and supports this fraudster to operate freely despite so many complaints. If only PayPal would take customer complaints seriously or investigate this merchant, it will discover that their operation not only hurts legitimate businesses in the USA and Europe (maybe other geographies) but also hurts consumers everywhere. PayPal's support of a fraudster is in stark contrast with the way they treated a friend of mine who started a paid Chatroom to discuss stocks. They not only canceled the service, they held up 10s of thousands of dollars of his money for many months. The fact that I have to post it rather than into the Resolution process (which doesn't have a category to take my complaint is a sorry situation). I'd be really surprised if this note sees the light of day in the community. But I thought I'll throw it out here before going to other avenues within PayPal (AUP,Compliant, Money Laundering/counter-terrorism, etc.) and to other social media channels.
