i bought a game online account ( blackdesert online ) on a website, and the seller promised to change the email login right after the purchased.
Then after the payment, He let me wait for 2 weeks, ignore all of my email. Then after that he replied that He lost his wallet and it take him 2 weeks to make the ID.
In the account's infomation, the name is Jody Rose, and with the address is a rental place , still open for rent. His paypal name is Christopher Felix, So he's not the rightful owner of the account. So he cannot change the email of the game to mine. ANd he can take the account back anytime
then i filed a dispute on Paypal, under " not as describe " , and stated everything. The seller immediately changed the passworld of the account, and i lost it.
After 2 weeks, the seller provide the infomation and Paypal closed the case, in their Favor. i lost 227$.
Then i called paypal right after, provide them more evident about our conversation, how he avoid my emails for 2 weeks, about everything. after 2 days, the case is closed again, still in his favor.
This is a scam, i lost the money, i lost the account. Im tired of contacting paypal via Email and by Phone, so im contacting my credit card issuer and hope they can solve it.
Buyer Protection ? i called it BS.

Reviewing your original post again, you lost the dispute because you filed a SNAD dispute, instead of INR one. With virtual goods, you can't do a return with tracking number (which is usually the routine for SNAD disputes) since your item in question is virtual.
Since you filed a SNAD, you can't turn right around and switch the dispute to a INR one because you have already admitted you received your purchase. Purchase protection is also not a warranty. If a purchase was properly described but did not meet your expectation, it is not eligible for protection. The problem is people think Purchase Protection protects you 100%, it doesn't. PayPal never claimed that you are 100% protected. There are limitations.
When your appeals were closed, you were able to file a chargeback. You can only have one dispute open at a time. Right now, PayPal has to fight on behalf of seller, the chargeback you filed. The seller has to provide evidence to PayPal to forward to your card issuer. If the bank favors you, the money on hold from the seller on PayPal will have to go back to the credit card company who will finalize your temporary refund. At the same time, PayPal has to determine if the seller is eligible for seller protection which they are not for virtual goods. If seller loses, they will not be reimbursed the chargeback fee and the amount of the transaction. If the seller wins, the money on hold at PayPal will go back to seller and your card issuer may reverse your temporary credit but they could at their discretion extend you a courtesy credit as goodwill.

INR = Item Not Received

i wouldnt comment about the reason to buy an account game because it's not that matter.
about the part of [Probably you should have filed "item not received"], i did receive it, so if i filed so the seller will provide proof of emails and stuff that i've received it. But not completely because Seller can get it back anytime if he didnt finish change my email, and he did get the account back.
I've provide every details, and conversations, about the account's password has been change but seems like paypal doesnt care. I even call them 3 times just to clarify stuff but seems like i cannot talk to the investigation team.

The only dispute which you would likely win would be a "not received" claim.
Since there is no online tracking to show you received the item, you didn't receive it, so file the claim for not received.
You need to follow the rules if you want to win.

Update :
Visa gave back full amount of my money ( 227$ ) today. Looks like Justice has been served.
But seems like they act on their own, because paypal didnt update the case in the resolution center, it's still unsolved
So, i guess next step paypal gonna take 227$ out of the seller's account ?.

Yes, and seller will likely be charged a $20 chargeback fee.
PayPal, however, is not pleased when buyers resort to a claim with a credit card bank rather than resolve through PayPal according to PayPal user agreement. Too many chargebacks and you will get your account limited.

PayPal merchant account is still on the hook for the chargeback and the case may still being fought hence it not closed yet. Cards do give out a temporary credit as goodwill to their customer as they and PayPal work the dispute. Chargebacks take quite awhile to resolve.

I might ask, if the merchant ( seller ) win the case on paypal again, what would happen ? Paypal will try to take the money back from my credit card, or Visa gonna do it ?
