Last week someone charged $70 to someone I have never met, let alone would be willing to send money to. They used the family and friends method to send the money. So I reported it to PayPal on Monday. The status is that they're waiting on the person to respond. What if the person never responds? Will I get my money back?

It depends on what PayPal finds. PayPal will be able to determine where the transaction originated; it internet tracking shows it was initiated on your computer then you lose. PayPay should be able to determine who logged on to the account.
