USPS Viewable Signature Confirmation for Seller Protection

Hello,
I have a chargeback (over $1000) on my account that has been open for over a week. I provided the tracking number through USPS Prority Mail and uploaded the signature confirmation page from USPS to the case in Paypal's Resolution Center showing signature and address of the person picking up the package.
I called into Paypal to find out the status and was told that since there is no online view of signature confirmation, that they cannot release the funds. When I look up the tracking number on the USPS website, the top bar shows delivered with Signature Tracking, but doesn't have the typical "Signed by ..." at the top. However, if I request proof of delivery, I get the attachment from USPS with the buyer's signature and address.
Paypal says since they do not see the text at the top for an online signature, they cannot accept that for Seller Protection, regardless that USPS does have a signature on file. It seems to be a glitch with USPS to not show that signature text at the top of the webpage. Is there anything that I can do? I would be out over $1,000, but I insured and do have a signature for this package.

The tracking number needs to be added to the PayPal payment transaction on your activity list. Is it there?
As for signature confirmation, do you see the signature when you check the tracking number on USPS.com?
For one of my recent mailings, insured and restricted delivery by Priority Mail signature required, when I enter the tracking number on USPS.com it gives me the option to click on the proof of delivery and then enter my name and email address. USPS.com then emails me the confirmation of delivery with an attached PDF file showing the signature. You could forward that email to PayPal or just send the PDF file which has all the information.

Yes I did upload the tracking number to Paypal. I can only see a signature when I click on Proof of Delivery and I enter in my email address. I uploaded that PDF to Paypal with the tracking number. I did that, but I was told that signature page wasn't a valid signature. I've never experienced that before.

What else was on the PDF page?
Mine is written like a letter from the USPS identifying the name and address fo the recipient and the tracking number. This was followed by signature graphic.
In my case the signature was that of addressess as I requested that only the signature of the addressee would be accpted.
I can't figure out what you actually received as proof, but it seems differ from what I received. It may be that I paid for extra service to include required signature of addressee; that made it restricted delivery and is stated on the PDF confirmation letter.
By the way I don't beleive the requirement for signature by addressee (restricted delivery) is available with PayPal; you need to purchase that label through USPS.com. I use USPS for such and PayPal for non-signature.

It's the standard PDF that USPS has. I think it's the same as yours. It has the address and signature. However, what the CS rep said was since it didn't say on the main tracking page SIGNED, the proof of delivery signature file wasn't good enough. I attached two images, one that does show signed at the top, and mine that doesn't.

I think you need to phone PayPal support and talk to a different agent. Many of them really don't know much. You need to persist until you get to who can help.
If they can't see it online then you need to help them find USPS.com and lead them to the information.

if you have paid extra for signature confirmation,you have to ask for it and USPS will take one day to send it to you,or has it changed?

He already has the confirmation document from the post office, including all necessary details and graphic of signature.
