Linking Mexican Checking and Debit?

I have two USA bank account linked to my Paypal with a USA address.  I live part time in Mexico and have a Banamex checking account and debit card.  I would like to link this peso account to Paypal but have had no success.  Should I simply set up a new account with paypal but using the same legal name and email address or will paypal say that it is already taken?  I tried to link the debit card but it would not accept it, but gave no error message.

You would need to open Mexican PayPal account and use your Mexico info.  You must use a different email address. Then add your bank and debit card to the new account.  The name on bank and card must match the name you sign up for an account with.

If the OP lives there in Mexico, use a Mexican address.  Of course, all the other aplicable info too.

Let me understand this better-

So if I were a citizen of the world,and travel and spend time in different countries,I can open many Paypal accounts using a different email address (preferably GMAIL),local residential address,local currency,local bank,local credit/debit card,BUT same name,date of birth and SS#.

Then I can log on with any of these Paypal email addresses and send and receive money,transfer to local bank in local currency?

Does Paypal check my IP address if I were in USA and log into my Mexican or Belgium paypal account ?

This would be nice for an importer ,I can pay my local supplier in the local currency,skipping bank wiretransfer fees,providing my local supplier has a Paypal account as well?

Question- if one account is restricted,would all the other accounts be restricted as well?
