Postage Calculations

I would like to calculate the correct amount of postage due when creating an invoice.  I enter the zip code the package is being shipped to but there is no prompt to calculate postage.  I use the USPS website to find the cost of postage to the buyer's zip code and enter it into my invoices.  

 

However, when I receive payment and select print shipping label in Paypal the postage calculator comes up with a higher amount than USPS.  That is fine, if there are fees to use postage via Paypal, not a problem.  But I would like to know that amount before I send the invoice to the buyer.  I have lost money on shipments twice because the amount of postage I ended up paying through Paypal was higher than the postage I requested from the buyer.

 

I looked at the HELP file for this, it seems to be out of date.  It indicates that you can edit your shipping method by going to your Profile.  Supposedly under set my shipping preferences at  step 4 it says there is a Postage Calculations section.  There is not.

 

Is there any way at all to find out what the Paypal postage cost will be before or during the invoice creation step?

Just use the PayPal multi-mail tools to calculate the postage, but don't go the final step to print.
