Hello!
Here is my bad experience with PayPal.
When I registered my first PayPal I lived in Russia. So, I got an account under russian paypal support. Now I left Russia and got citizenship in other country. I continued to work with PayPal I had and never had any problem. But yesterday Russian PayPal blocked my account and asked to prove that I am Russian citizen, as they said it was by russian kind of laws. I am lucky that never had on a balance any big ammount. In the moment I was getting money from customers I transfered everything to my Bank account. Here I can advice every one who read this to do the same. In another way you have big risk to lose all your money that you keep on a balance of PayPal. In continue you will understand why.
So, as I am not russian citizen of cource I can't prove it to russian PayPal. I asked the support simply to close my account. They told me they can't do it because I have some money (1,33 usd) on a balance. I asked them to transfer this money to PayPal account of my son. On screenshot below you will see their answer. They asked me to write a letter that I like to donate money on my balance to some kind of account for people with leukemia. Actually they asked me to make a gift this money to them and they kindly will close my account. What is it? PayPal that talking about protection from scammers is and actual scammer? I am glad that there wasn't bigger ammount on my balance.
The question is! To whom I have to complain about this matter? But maybe it is normal behavior of PayPal?
I just want my account on russian PayPal to be closed and deleted. Is it possible, or I have to pay fee to russian support for their ill relatives?
And one more thing. As you can see on screenshot, there I can't see the name of the one who answered me from support in russia. PayPal asking people to add all possible dicuments to proof our personality, but we even don know the name to whom talking on PayPal. Is it correct?

Too much story to read.
You Russian account must only be used in Russia. If you got a problem for using it outside of Russia, then you need to provide whatever is requested. You may need to go back to Russia to fix it and it may not be fixable with providing required documentation.
You need to open a new account in the country where you reside now.

I have to got to Russia just to fix the probltv with PayPal? Are you serious now?
Why support just can close it if I can't do it by my self? Why support asking money from me just to close account? And if there on balance was 1000 usd? I had all this ammount to pay for some russian nobody to close my account? And all this big story is just to make understand the problem correctly.

PayPal is country-specific. You use the account in the country where you established it. That's just the way PayPal works.
If you need more specific help you need to phone PayPal support and speak to an account specialist.

Guys as I see you all are too lazy to read carefuly. If you are so lazy to read and understand the problem, why you answering at all? If you can't help me to find the way to close my account even without getting money that lasts on account, then please do not write just to write something. Two days on PayPal I had answers from bots. Don't make me think that this forum is full of bots too.

The forum is not a solution to your problem. The forum is other PayPal users who try to understand your problem, but you also need to define your problem very specifically. Even so, no one here can give account-specific help; for that you need to contact PayPal support and no one else can do that for you. Even with PayPal support there is no guarantee that you can solve the problem you created, but you will need to comply with whatever PayPal requests.

Support in russia is deaf. I just will advice every one in the future to not keep any even small ammout on a balance of PayPal. PayPal is not trusted at all. They don't want to solve anything. It is the way for them to grab money from people. So, don't be fool, be carefull what leave on account of PayPal.

Agree. PayPal is not a bank and one should never keep a large balance in a PayPal account. Keep your funds in local bank accounts, not PayPal. Don't keep more funds in your PayPal account than you can afford to lose, but keep sufficient to cover a potential dispute.
