My email add used by someone else

Someone has used one of my email addresses to set up a paypal account. I got a verification email 2-3 days ago, but ignored it as I thought by not verifying it nothing would happen. Now this person must be doing some sort of dodgy activity as I got another today saying the account has been limited. Should I be taking action to get this account disassociated with my email address?

I've got the same issue.
I recieved an email from Paypal last night saying that someone in China has used my gmail email address to set up a PayPal account. Obviously I've not confirmed it, but I am still concerned that they're using my email address.
How can they confirm the account without access to my email though? From what Ian's saying it seems they've managed to with his.
Could I add the gmail to my googlemail account? Or not now it's been used?
Surely a simple link in the email you send out for account confirmation could stop this problem immediately?
"Click here if you did not set this account up" or similar?

The exact same thing has happened to me!
The email address is not one assosiated with PayPal (although it did use to be I have deactivated and closed the account)
The email starts:
Hello lee tom,
Thanks for joining PayPal.
To activate your PayPal account, please confirm your email address.
With the details:

yeah, it's the same name and it also looks like the same address, though I'm not positive because I don't know Cantonese.

Mine also comes under "Lee Tom". I was going to recover the password so I gain access to the account, but then I was wondering if I could be held accountable to anything at this point. It baffles me as to HOW they have managed to activate, but for now until someone from paypal tells me what to do, I shall ignore it.

I realise this must be very concerning for you all.
Could you all please try contacting customer services to let us know and we will be able to investigate it fully on your behalf. If we can see that an account has been created using your email addresses, we will be able to get the accounts blocked so that your information can't be used without your permission.

I've had the exact same thing happen, this Lee Tom using my gmail address to sign up to PayPal. I reported it through the contact us section of the website but haven't heard anything back and just today got an email to Lee Tom regarding Policy Updates.
Is there a specific email address I should forward the emails to so they can be investigated?

I have the exact same thing. I got an email on July 3rd that was the "welcome to paypal" message; on the 5th I got the "your account is limited"message, and then I got an email message this morning that says:
Dear Lee Tom,
You are receiving this notification because you have elected to receive email notice of all PayPal Policy Change Notices.
PayPal recently posted a new Policy Update. You can view this Policy Update by logging in to your PayPal account. To log in to your account, go to https://www.paypal.com/c2 and enter your member log in information. Once you are logged in, look in the What's New column on the left side of the page for the latest Policy Updates.
If you need help logging in, go to our Help Center by clicking the Help link located in the upper right-hand corner of any PayPal page.

At this point I'm not sure whether its just some scammer spamming me, or someone actually is using my email.
