Paypal Payment to Skype

Hello,

I write here because my many emails to PAYPAL never get answer.

I have a confirm PAYPAL account for many years, I have money in my account and it is also connected to my Visa Card.

I have no problem buying stuff on eshop BUT I cannot send payment to my Skype account.

Skype Help say the problem is coming from PAYPAL.

Since email is not read I hope here I can get the help I need.
