Paypal won't accept new password, trying to change it

Hello, I have a PayPal Business account and I am tryying to change my password. I log in to my account, and navigate to My profile, then Business Info, then click Change next to Password. I re-enter my existing password, but every time I try to enter a new password ( 10 characeters, 1 number, one special character, which does not repeat any part of my company name or user name) it always gives me this message. Any ideas why this is happening? i have tried on both Chrome and IE.
"8 characters or longer. At least one number or symbol (like !@#$%^)"
