Question about adding money with greendot moneypak

HI i have a question about $250 max limit allowed to add to your paypal per year.. I was doing some research.. and i ran into this.
How much money can I add to my PayPal account using the MoneyPak?
Your starting limit is $250 a year. However, you can add up to $2,000 a month by providing your name, address, date of birth, and Social Security Number securely online. Green Dot will collect, verify, and record this information on behalf of PayPal, but this information will not be used for a credit check or marketing purposes.
I want to increase it to 2,000 a month but I'm unsure who do i give my info too..... paypal.. or greendot? Paypal has all my information. I'm verified by paypal. Does that mean i get to add up too 2,000 a month.. or does greendot need that info? and if its greendot.. i can't find anywhere to submit it.
Any help on this would be appreciated
