Can't remove old bank account

Hi,

 

Can anyone assist? I have recently added a new bank account to my PayPal account with the intention of removing my old one. However,  PayPal will not allow me to remove it as everything I try I get the message "We're sorry, we're not able to process your request. Please try again later."

 

Also for some reason on my old account, where you see all your bank accounts, my old bank account has a yellow flash over it with a message that says "needs your approval". This is an account that I have used historically for PayPal so don't understand why suddenly it needs approval. My new account has been added and approved successfully and set as my preferred payment method so why I can't I just remove my old one?

 

Finally when I click on the old account to see if there is further detail for this "needs your approval" message, I can see it looks as though it wants me to complete a direct debit instruction?! I don't want to do this on my old account!!!!

 

please help!
