Won't accept credit card CCV number in card edit page

I recently added a new credit card to my Paypal account. It is verified by entering 4 digit code as initial verification. However, I can't make any purchase with this card, receive the following warning:

"This payment cannot be completed and your account has not been charged. Please contact your merchant for more information."

Also, I receive an email from Paypal stating the following warning:

" Your credit card ending in xxxx could not be added because we were unable to verify the three- or four-digit verification number that was entered for this card.  The verification number is a three- or four-digit number printed on the back of your card."

When I go to edit my card details, I can't see my CCV number in there, the field is blank. I tried to enter my CCV number again and saved it receiving the following message it was saved successfully, and then back to editing page, it is not there, it is blank again. Can this be the problem that my credit card is being refused by Paypal? Or, what?

Hi SinanA,

Welcome to the forum and apologies for the delay in getting back to you. 

When you update or add a card, a temporary authorization charge of $1 is applied. If the card issuer rejects this charge, it won't be possible to add the card. It may be that this authorisation charge was declined.  In this case, the best thing would be to contact the card issuer  to make sure that there are no issues on their side.
