What does in process mean?

At 9am sunday I withdrew all my money from my paypal, I had just sold my PS4 on ebay as I needed quick cash to repair my home after the winds.

It said it would take 24 hours to appear in my bank, the status of the withdraw then appeared on my account activity as "pending"

Now, its saying this "Your withdrawal request is awaiting release for final processing, pending review by PayPal."

Can anyone please explain what this means?

I need this cash ASAP, will this slow it down at all?

It's just the processing time.  When you do a withdraw from your PayPal Account Balance to your Bank Account it can take from 1 to 4 days.  It's not an instant process.  If you were told 24 hours, that's great, most people average at least 2 days, sometimes 3.
