Fuming with Paypal 'PayPal's message: "You cannot pay with PayPal for this Transaction." ' WHY!

Firstly some history for anyone that wants to give me an answer.

I am trying to buy membership on this website www.neobux.com.

Paypal is verified and i have bought stuff on Neobux before, i even got a payment from neobux into my account. Ok so a promotion is on and i put money into my bank account to buy REDUCED membersship to get :-

PayPal's message: "You cannot pay with PayPal for this Transaction."

I mean WHY AN EARTH NOT, why on gods hell on earth are you stopping me getting this promotion.

I don't understand and a VERY unhappy person at this time, Neobux says contact paypal, i did, they give me FAQ crap which i have already DONE. WHY an EARTH is it there for.....

If someone could please give me a reason as to why, then i would apperciate it.
