I have a US card, but I live in the UK, and I can't add it

The crux of the issue is, I live in the UK, and I try to fill out the form for the US currency. But then it asks for what state I live in. Since I live in the UK, there is no state to choose from.
I don't move to the US for another 3 years at least. First, I entered the US card under the UK currency, and it was accepted. But when I went to make a transaction, it asked for a combination of numbers that my US card doesn't have. It wanted 3 sets of 6 numbers, but my card has 4 sets of 4. When that didn't work, I tried removing my card, hoping to add it under the US currency. I tried to add it, but then it said that my card was disabled. I'd like to know why because there is nothing wrong with my card. So at a last resort, I read some troubleshooting (and I even went as far as posting a question on Yahoo Answers), and it basically said I needed to make a new account, under the country of the currency I wanted.
When I entered my info, I came down to what state I lived in. Again, since I live in the UK, there is no state to choose from. Also, the post code is different in England, so that got me as well.
I really don't know what to do. I'm now at wit's end, I'm caught between the gears, and I feel like there's no way out of it. I joined Paypal months ago and I've yet to make a single transaction because of all this. If I can't send or recieve money, then what's the point of using Paypal?

Hi there Blinn,
As PayPal is country specific, if you have a UK PayPal account you can only use a card that is registered to the UK. This is the reason your card may be showing as disabled.
When you add and use a card we verify the address and billing information provided by a customer at the time of an online credit card transaction, by comparing this to the information the credit card company already has. If this does not match it will result in your card being disabled.
To use your account you will need to add a UK bank account or card in order to start making payments.

All right, here's what's going on right now. I want to apply for a Paypal Debit Master Card, but it says I'm not eligible because I live outside the US. Truth is, I live in the UK, but I'm overseas, and my card came from a US bank in a US base in the UK.
I can't do anything because I live outside the US and I don't have a UK card. I have a US card.

I have the exact opposite problem. Paypal (and it would seem every other financial institution world-wide) don't seem able to recognise the fact that today's market is a global one.
I am faced with the prospect of having a complete set of bank accounts and credit cards in each country I spend any length of time in just because the likes of paypal can't pull their finger out and recognise that having a UK registered card and telephone number attached to a US paypal account or vice versa is a perfectly legitimate thing to do.
I am a dual national and Paypal it would seem can't grasp how inconvenient the silly hoops they put up are. I'm sure their excuse would be "security" but the reality of it is their complete aversion to any kind of risk, even when it seriously inconveniences their customers.
I've spent the last few hours trying to work out how to navigate paypal's cross border nonsense and in the end have given up. The item I want to purchase will be made outside of paypal's system, free of their silly rules.

Hi there Blinn,
If you are currently living in the UK and you are trying to apply for the US PayPal Debit Card, you would not have the ability to do this as you are trying to apply for a debit card in a different country that your account is registered in.
Another thing that I will advise is that if you have a UK PayPal account, you would only be able to register financial details that were opened within the UK. It isn't possible at this time to register a card that was opened in a different country to a UK PayPal account.
If you have a UK PayPal account, you may have the ability to apply for the UK PayPal MasterCard. This is a credit card issued in the UK for UK customers. There is also a new debit card being released in the UK in the coming months. This would be similar to the current debit card available to customers in the US but at this time, it is not available to all customers in the UK.
If you would like to apply for the UK debit card that would be directly linked to your UK PayPal account, you will see information becoming available on the PayPal website in the coming months.

I have US paypal account added a debit card. Now I also got UK debit card that I wish to add to paypal account. Do I need to set up two different paypal accounts? or I can add UK card to my US paypal account.

Welcome to the community forum and thanks for posting.
You may be temporarily able to add your UK card to your US account but if you live in the UK I would recommend opening a UK PayPal account. If you are consistently logging in to a US from outside of the country this will eventually cause some issues and your account may be limited. If you open a new account in the UK you will have no issues using your UK card.

Thank you for the advice, does this mean that the second paypal account is allowed since the person spends a lot of time in both countries? Because on your website is writen that second account is not allowed
