I am the President of an organisation, and for accountability and security reasons, i want to set up my Paypal account so that the signatories to the association's account will also jointly operate the Paypal account.
I want to set up the acount, such that one person only cannot withdraw money from the account, as is the case with our bank account linked to this paypal account

Hi there ESAC,
If you open a PayPal account, you can register yourself as the account holder on the PayPal account. Then you can add additional users on the PayPal account so that if they need, they can login to the PayPal account and also contact customer services if required.
Here's how to add secondary users to your account:
- Go to http://www.paypal.co.uk/ and log in to your account.
- Click ‘Profile’ near the top of the page.
- Click ‘My account settings’.
- Click ‘Get Started’ beside ‘Manage Users.’
- Click ‘Add User.’
- Enter the user's name, a user ID and a password.
- Select what the user can access under ‘What are PayPal account privileges?’ and click ‘Save.’
If you add a user who has money-moving privileges, you will need to sign an authorisation form and then confirm that person’s identity. You can do this electronically through your PayPal account. Simply review and complete the authorisation form that appears after you add a user. After you click ‘Authorise’ an identity confirmation form appears. Review and complete the form and click ‘Submit.’
Note:
- To log in to your Business account, the secondary user enters the user ID and password you created.
- You can edit the secondary user’s account privileges anytime.
- You can permit a secondary user to discuss your account with Customer Service.

- Go to http://www.paypal.co.uk/ and log in to your account.
- Click ‘Profile’ near the top of the page.
- Click ‘My account settings’.
- Click ‘Update’ beside ‘Manage Users.’
- Select ‘User Name’ and click ‘Edit.’
- Edit the privileges and click ‘Save.’

I have the same question, which isn't really answered here. I would like to have dual authorisation of withdrawals, so that I am not permitted to move money without agreement of another user. Is this possible?

Thank you for posting in our community.
I am sorry if the last answer did not answer the question more clear.
At this moment it is not possible to have a dual authorisation for withdrawals or other permissions. I do think that it would be a good idea to have that so I will forward the feedback on to our teams so that we might offer that option in the future.
But I am sorry to say that we do not support this option at this moment.
