Trying to pay for something = FAIL

I am trying to send some money to ElectronicFirst so that I can purchase 4200 microsoft points but when I click their checkout button I get told by Paypal that it cant happen at that time. it has been like this for the past day.
I contacted ElectronicFirst and they say that it is definately not a fault at their end and that its with Paypal.
Has anyone else had this kind of issue and if so do you know of a fix?

It sounds to me that this payment may have been refused by your card issuer through your account. Have you tried contacting us directly in order to determine if we can see why the payment has been refused?
If you try contacting us, we can investigate this further on your behalf in order to try and get the issue resolved. We can investigate these payment attempts in order to try and determine why the payment can't be completed.

I am having the same problem.
We are not able to process your payment using your PayPal account at this time. Please return to the merchant's website and try using a different payment method (if available).
I have contacted PayPal and was told that "the System" has detected "A Potentionaly Unathorised Payment" and therefore blocked it.
Please wait 2 hours and try again.
IO have tried again after 2 hours - no luck. The same message.
