Because you have a neg balance paypal will expect you to pay them back.
If you don't then eventually the debt may be passed on to debt collectors.
Advice is voluntary.
Kudos / Solution appreciated.

Hi there xxxxxxx (i jus edited to xxxxx for his privacy)
If your balance is negative we do not attempt to take the funds from your bank account.
It is up to yourself to resolve a negative balance, just to note however if you receive a payment through PayPal this is automatically taken off your negative balance.
Hope this helps

this was from 2012 jun 08 its pretty recent...and answered by paypal moderator...
so basically...they won't touch my bank account at all or send it to debt collectors but later when i receive money through paypal, i wont get money? i mean... i will get money but it takes off from my negative balance by automatically.. is that right? 😞

No they can't ever touch or take money from your bank account without authorisation and yes if you sell and money comes into your account they will keep that to pay off your neg balance.
However if the neg balance continues for a long time with no sign of someone clearing it then yes i have known of people that have had debt collectors call to recoup that payment like this person although theres was ebay fees that were due.

I'm sorry, but that's simply not true.
My recent experience is - Paypal have made 2 unauthorised withdrawls. One from my Paypal balance and one from my bank account. Both were definitely unauthorised and bear no relation to any transactions on my account. Paypal have simply taken whatever money they feel like. I'll be commencing legal action if Paypal do not return my money or give me an explanation as to what's happened.
