i have money in my paypal but they wont let me play bingo bit like being at home with parents have to ask to spend i want this lifting breach of rights surely

i get this when depositing

Payments to this merchant are not available from the country where your bank or credit card on your PayPal account is registered.

Question,

did you

a) Log in from Abroad recently?

b) receive a new Visa Debit card?

If a) the system will not let gambling (even bingo!) outside of the UK on a UK account.

if b) this is unfortunately a problem with PayPal's integration with VISA, it's a known problem that is expected to be fixed over the next month (hopefully). In the meantime you would need to remove the VISA debit card from your PayPal account to either withdraw funds or make a gambling payment. Not great I know but it is the reality of the situation right now and it is going to be fixed.
