PayPal Invoice - Set default hourly rate for all new items

Is there a way to set the default hourly rate so it doesn't have to be entered for each item added to the invoice?  Currently I can set a default which autofills as expected in the first item row, but when adding new items the hourly rate box defaults to 0.00 (see image below).  (similarly, the Hours column shows 0 for the first row but then automatically sets 1 for new rows.  why?)

As a standard, it was set up that way by PayPal to accommodate different rates from different countries using PayPal, so it can be modified easily. I'm so sorry if you find it as a hassle. Recently it seems that the invoice pages underwent a redesign.  However it also seems that there is still no option to set a default hourly rate.  This should be so simple.  Why is it not a thing?

This is still an annoying issue.  Why is this not yet implemented?  It would be very, very easy to do.
