CANNOT WITHDRAW my MONEY Always Refunded by the Paypal

hi can someone help me why paypal always refunded my money. I withdraw my money from paypal to my bankaccount but it says  REFUNDED.  in transaction says they cancel the transfer of my money to the bank.

Have you linked your bank account to your paypal account and confirmed it?

Have you got the direct debit mandate still set up on your online banking and have not cancelled it?

Are you withdrawing your funds in sterling?
