I fell victim to a high level scam by a seller and need help here.

This seller went through a good amount of effort to pull off this scam on me. On 22nd December, I made a purchase by Paypal goods and service to him for about £500 for a shoe. On the same day, he uploaded a tracking number onto Paypal and when I asked him, he said that this tracking number was meant for another buyer and he uploaded incorrectly. I told him to remove but he never did. This tracking number that he has uploaded shown that it is delivered from Walworth Delivery Office (my district) and signed for by someone else on 27th December.
It was only until 28th December that he told he has finally send the item and has given me a new tracking number. However, this tracking number has shown delivered from WATFORD Delivery Office (not my district) and signed for by someone else on 29th December. He also show me a picture of the proof of postage with this new tracking number - which shows my address but sent from a delivery office at watford which is not my district (I called royal mail and enquiry about the this tracking number and it was not tied to my address, he actually create a receipt which shows this tracking and my address). On 29th December, his cellphone started to become uncontactable and when i emailed him, he say that his phone was smashed and only can communicate through email. I then decide to open a dispute on Paypal and started communicating there, he then reply on there saying that it is delivered and signed for by Clancy (first tracking number) and tell me to return if I am not happy with the item.- Which is clearly **bleep** as he told me on the day i bought the item that this tracking number was not meant for me.
I have called royal mail and enquire about the tracking number that he uploaded on paypal to my transaction. It was tie to my exact address. I think that it is very likely that he bought pre tracking tickets and indicate my address into the system, but on the parcel he wrote another address. Royal mail also told me that there was no weight indicated on the tracking number. (It should be about 1kg.)
Paypal has closed this dispute in favour of the seller because I think the tracking number he uploaded shown that it is delivered. I have called Paypal and they have reopen the dispute again, but they once again close it as they say the tracking number that the seller give is valid. They told me to contact the bank and I already did.
Is there anything else I can do now? Should I dispute to paypal again? I have all the evidence of the chatlogs between me and the seller and of him telling me the first tracking number is not meant for me etc.. but i not sure if paypal will accept such evidence.
If anybody has any advice for this situation please help!
