Iam trying to buy Riot points in League of legends game but i cant

iam trying to buy some riot points in league of legends 

but when i click pay now

it asks me to add a new credit card because my current one has no balance

but i have already 19 euro on paypal

and what iam buying is 5 euro

why dont my paypal take from paypal balance not credit card?

You can't use funds in your paypal account balance UNLESS you have an up to date linked back up credit card verified to your paypal account as well.

well it can't be if it has no balance can it as its pretty useless as a back up.
