PAYPAL not allowing transactions (G2A,Steam)

I assume this is a problem with PayPal because at first, I attempted to purchase a product from G2A, this didn't work so I thought it was something with the website. I proceeded to purchase a product from Steam and the same problem occurred. 

Help, please.

Do you have a credit card linked to your paypal account?

Of course.

Well there is no 'of course' as a lot of account holders don't have a card linked and that is why i asked.
