Paypal can only ever get you back the original payment you processed through them and not return postage costs but you need to return the item to get that refund.
THEN if the seller is a "business" under distance selling regs they are responsible for return postage costs. And make sure you send it trackable to prove delivery back to the seller.
I would then let them know that unless they refund those costs you will be seeking advice from trading standards and leaving appropriate feedback to warn other buyers.
To contact them you can go to advanced search top of ebay pages > use the contact member option on the left side of that page and fill in the details. Ebay will email you their telephone number.
Advice is voluntary.
Kudos / Solution appreciated.
