If you try to use the paypal's rewards voucher, you will notice that almost no store accepts it. Paypal is quite unhelpful on the issue. They will tell you to use the voucher at ebay.com, but beware that it may not work on ebay.com as well. So I thought we could have a thread listing the stores that accept and do not accept the voucher. I will try other stores and update this list. You can post the stores you have tried here too.
The stores that accept Paypal rewards voucher:
+Ebay.com --- According to paypal representative, the voucher might not work for some stores on ebay.com
+ BHPhotoVideo.com --- I checked this website, and the voucher works on it.
+ Buy.com
+ Footlocker.com
The stores that do NOT accept voucher:
Walmart.com
Bestbuy.com
Compusa.com
Tigerdirect.com
Circuitcity.com
Newegg.com
Overstock.com
jr.com
ritzcamera.com
Radioshack.com
kmart.com
shopadidas.com
How do you know if the voucher works?
Add the item to your cart. At checkout, choose paypal as the method of payment. Login to your paypal. If you see the "Enter gift certificate, reward, or discount" link in the payment method section, then the website accepts the voucher.
On ebay.com, however, you cannot go to the check out page unless you commit to buy the item, and it becomes quite frustrating.
What else can be done?
Call paypal (402-935-2050), and tell them that you are not happy with the way the voucher works (actually 95% of the time it does not work). Be polite, and ask the represntative to pass your complaint to his/her boss.

Stores that don't accepts:
Nunnbush.com
Sears.com
Stores that do accept:
TheShoeMart.com
What I found out from speaking on the phone with the marketing department is:
There are two methods of payment:
1) Express, where you log in, confirm your payment method, and then, when you click "Continue", you get re-directed back to the merchant's website.
2) Not sure what the other method is called, but "Continue" takes you to a page on the paypal site where you confirm your order. This is the page that has a "Enter gift certificate or coupon" option, and you can't get here with Express checkout. Anyway, after trying to order shoes at Nunnbush.com and spending an hour on the phone with Paypal, I finally decided to look around online for other sites that sell Nunn Bush shoes. Sears has the best prices but uses Express Checkout, so I settled on TheShoeMart.com.
At some point while I was on the phone with Paypal, they transferred me to GE, who told me that they only issue the Paypal Plus card but have nothing to do with the rewards program. If Paypal suggests tranferring you to GE, don't bother--it's a waste of your time. (GE was a lot more polite than Paypal on the phone, they just couldn't do anything to help and were confused about why Paypal would transer me to them.)

Thanks for sharing your thoughts. I cannot edit the first post, so I cannot add the stores you listed. If we get more posts, I will add another list as a reply.
Regarding PayPal's voucher, I strongly believe they need to change their policy. I had the impression that it can be used at any store that accepts paypal. I called them 4 times, and finally got the voucher credited back to my account.not easy though.
What I learned: Minimize the use of paypal, and the ebay credit card.
Reason: When I call my other credit cards for anything, they give me an answer, or a reason, it's like I'm supported. When I called paypal, or GE money, they said we cannot do anything. They suggested me to use the voucher on ebay. When I explained that not all the stores on ebay accept the voucher, and I can only find out about it after I commit to buy, they were again unhelpful. "Sir, I understand the problem, but we cannot do anything about it". What kind of a response is that? You created the problem, you solve it.

The bottom line is, it is very difficult to use the rewards voucher. For this reason, we've switched to the PenFed Cash Rewards card. Hopefully, that will work out better for us. Also, they claim to give 5% cash back on gasoline purchases.
