Card Cxl'd / PP Charged My CC Instead of Using Paypal Credit

First, I hv $700+ credit on my PP acct. I still don't know whether it was a less than $100 donation I made late last yr or a small purchase last yr, but anyway I used the Paypal mechanism at that time to pay and assumed they would take it out of my PP balance.  WRONG!!!  They charged the CC I provided when I opened my PP acct several yrs ago.  BTW, I NEVER USE THAT CC FOR ANYTHING EXCEPT WHEN SOME DOOFUS COMPANY INSISTS ON GETTING A CC# FROM ME.  So I rarely took a look at the occasional letter Chase Bank sent me once in a blue moon to tell me I haven't used their CC lately and "Wouldn't I like to spend some money on it, and get REWARDS, REWARDS, REWARDS, blah, blah, blah?"  Also, "You have such a wonderful credit rating.  You can borrow X thousands of dollars for all sorts of whimsicalities. DO IT DO IT"  Uh, NO F'ING THANKS ANYWAY. So I would avoid the pitches, and since I NEVER use the CC, I didn't open the letters for a few months last late Fall.  A few months ago, I started getting letters from a collection agency demanding about $100 which included late fees of about $40.

 

   I am hyper-alert to possible scams, so I tried calling a Chase number I found some where to ask what was the problem.  Only the last 4 CC acct digits were given in the collection notices, and I searched through my stuff looking for a CC with that number.  No such luck, so when the supposed Chase flunky started asking me all sorts of info including my social security #, I was worried that this mght be part of the SCAM, and I hung up.  I finally did get in touch w/ an American lady at Chase who spoke flawless English who helped me pay the due amount minus late fees. I explained my total surprise and anger that Ebay/Paypal decided to use my Chase CC instead of deducting the donation/purchase amount from my $700 Paypal balance.  I thought somewhow my CC was reinstated.  Apparently that didn't happen.

 

I haven't tried to buy anything on Ebay for several months until this morning.  I have $700+ bucks on Paypal, but they are insisting that I give them a "VALID" CC# to replace the one that is now apparently no good anymore.  I cannot tell you how **bleep** I am at Ebay/Paypal.  Btw, is Paypal paying me any interest on that $700 balance? **bleep** NO!!!  Do they tell you how to get it out of Paypal clutches?  Maybe, somewhere in the fineprint.  Right now I don't know how to get it out of their hands. Hey PAYPAL!!!  Let me use my credit bal to buy $40 dollars of tax prep software, OK ?????????
