I sold an item to a customer who lives in Jamaica, NY. That is not the country of Jamaica, it is a city in the State of New York, USA! PayPal fees on my sale calculated using the 3.9% for foreign transactions not the 2.9% for a transaction that is within the good ole USA. How do I get PayPal to review and correct the fees?
