If you bought something online with a debit or credit card and did NOT log into your Paypal account then of course it won't show on that Paypal account because you bought as a 'guest buyer'.
However your seller may have processed that payment using their Paypal 'card reader' and so Paypal would show on your bank or card statement.
If that is not the case then contact customer services AND your card issuer to query the transactions.
If you need to open a dispute for a 'guest buyer' transaction then you can.......
1. Phone Paypal customer services and see if they will open one for you (difficult at the moment due to covid)
OR
2. Contact your card issuer for a chargeback.
Advice is voluntary.

Same. I bought an item through Etsy and it doesn't show up as a transaction, however, the charge is clearly on my bank statement.

I had a similar problem with a 'subscription' I wanted to cancel. I had a subscription to Google Play Music that was charging every month on my credit card but the subscription didn't show up on my subscriptions list even though other ones did. BTW, it also did not show up as a Recurring Payment on my credit card even though i could see it right there every month on my statement. What I ended up doing was looking at my credit card statement, finding the monthly charge transaction for Google Play Music... Most transactions like this will show a phone number buried in there somewhere. I called the number there and reached paypal even though the only clue there was a "PP" in there. They were able to cancel that monthly charge with no problem. I asked why this charge did not appear in the subscriptions and they said I had to find it in my "Billing Agreements". Long story short, after following the chain of clicks I was supposed to follow for about 15 minutes, I never did find "Billing Agreements" anywhere on the paypal website...
