Can't provide proof of fulfillment.

My account was locked, and I've submitted all the info besides "Provide proof of fulfillment," which I literally can't do. When I click the Resolve button, nothing happens, and it also locks me out from clicking anything else on the page until I refresh. My adblocker is off, and I was able to click the other buttons without issue. Help.

Update: The prompt to provide proof of fulfillment was removed entirely, so... problem solved? Sorry if you're coming here looking for an answer, it just got resolved all on it's own.

i'm also facing this problem, my account got randomly locked and now i cant do anything about it.

Same, this is ridiculous, I've been using PP since 2007 and this is the first time this happens to me. I took all my credit card info off cause it seems to me they are being hacked or something. Ridiculous.

I ended up creating an image that has text in it that says "This is not a business account, I do not sell things.  I do not have supplier invoices. Activity is paying for restaurant delivery."  And I uploaded that image.

Alright, here's what I ended up doing after everything ended up populating:

1. Upload a photo ID: I uploaded a high-resolution picture of my ID.

2. Provide your business information: So, I technically do have a business account which I opened long ago for something I never ended up doing. However, I do buy a LOT of things for my hobbies, and I sell a lot of fairly high-dollar items on eBay at seemingly sporadic times. So, I just made sure my information in my profile was updated, linked to my seller account page on eBay, then explained what types of stuff I generally do with my PayPal account where buying and selling are concerned.

3. Provide proof of fulfillment: This was broken for me for awhile, but it started working. It ended up populating 2 specific transactions that I needed provide various things for. One transaction was a Friends/Family transaction, and the other was from a sale I made to someone directly, of which I provided the USPS tracking number. Tip: Select a carrier that isn't the one you used, then enter the tracking number (no spaces), then go back and select the carrier you actually used. The form is buggy in the order which you have to do stuff. I wasn't able to submit this information until I just happened to try things in a different order (comes with the territory of being a web developer as my career, lol).

4. Provide purchase receipt from your supplier: Since I only had 2 transactions and one was a Friends/Family transaction, I focused on the transaction where I actually sold something. Problem is, I sold that person 5 CDs from a collection I've been building for nearly 20 years, lol. Since I was only able to attach 4 files, I attached 3 images and one document. The three images were numbered in order and are screenshots of my conversation with the person discussing the sale (leading up to the sale, which items they were interested in, us agreeing, him sending me the PayPal transaction ID, then me sending him the tracking number after I shipped). Finally, the document I provided explained what the screenshot images were of (my conversation with the buyer), why I don't have a receipt for discs I probably picked up 10-15 years back, etc. I correlated specific parts of the conversation with an image I attached in the PDF of all 5 discs I sold.

I really tried to go the extra mile here. We'll see what happens...

i uplaoded my driver's license too, but it's a mistake. paypal is either bugged or hacked. if the latter, not good that they have our IDs now.
